Setting up a GCC in Bengaluru

Global capability centres in Bengaluru have moved a long way from the cost-arbitrage back offices of twenty years ago, and the ones being built now are generally intended to own products rather than support them. That intent is the single strongest predictor of whether the centre succeeds, because it determines who is willing to join it. Senior engineers in this market have options, and they can tell within one interview loop whether a role involves deciding anything.

The first structural choice is between building your own entity and using an employer of record or a build-operate-transfer arrangement. Your own entity gives full control and a stronger employer identity, at the cost of a longer setup and a permanent compliance function. An EOR gets people working in weeks and suits a first cohort of ten or twenty while you learn whether the model works. The mistake is choosing the fast option and never revisiting it, because the employer-of-record identity becomes a recruiting handicap as you scale past a certain size.

The first ten hires determine the next hundred. In this market people move in networks, and a strong senior engineer joining early brings candidates that no recruiter reaches. That argues for over-investing in the first few roles, including a local leader with genuine authority rather than a coordinator who escalates everything to headquarters. A centre whose most senior person cannot make a technical decision will not attract people who want to make technical decisions.

Time zone design deserves more thought than it usually gets. A centre expected to overlap fully with a US west coast headquarters is a centre that will churn, whatever the salary. Overlap with Europe is comfortable; with the US east coast it is workable in a bounded window; with the west coast it needs deliberate asynchronous working rather than goodwill. Deciding the overlap policy before hiring, and being honest about it during hiring, avoids the most common source of second-year attrition.

Location within the city matters more than outsiders expect. Bengaluru's commuting geography is severe, and an office in the wrong place relative to where your target candidates live is effectively a pay cut they will price into their decision. The Outer Ring Road corridor, Whitefield and the north of the city are different labour markets in practice, and managed office space near where your people already are beats a nominally better building an hour further away.

Give the centre something it owns end to end as early as possible — a product, a platform, a customer segment — with the accountability that comes with it. Centres organised around functions borrowed from the parent tend to accumulate coordination overhead and lose their best people to companies offering ownership. The ones that thrive are the ones where, three years in, the parent could not easily take the work back because the knowledge genuinely lives in Bengaluru.
